Northern Ireland has yet to decide whether to follow the lead being taken by England and Wales on tobacco sales.
New measures are aimed at putting young people off the smoking habit.
From now on, displays of tobacco will disappear from shops in England and Walkes and cigarette packets will be kept under the counter.
UK Health Secretary Alan Johnson said the main aim was to reduce the number of 11 to 15 year olds who take up smoking.
Arson attack at law firm offices
Police in County Down are investigating a fire at a solicitors' office in Warrenpoint in the early hours of Friday.
The blaze was discovered in Duke Street in the town at about 0300 GMT.
Police are treating the fire as arson and it is believed they are following a definite line of enquiry.
Detectives have appealed for witnesses or anyone with information to contact them.
